Cause

This issue may occur when cutting and pasting commands between your PC/Mac and the BOSH CLI.
Hyphens "-" may get misinterpreted in your command as dashes "—"

Resolution

Remove all hyphens/dashes from your command and manually type them back in again to the CLI.

bosh --ca-cert /var/tempest/workspaces/default/root_ca_certificate target IP_ADDRESS

You should now be able to connect as normal.
