How to provide a permission to a non-owner of the table to truncate the table that it currently doesn't own.
This is a known limitation in versions below 4.3.3.x that a non-owner/non-superuser cannot truncate a table that it currently doesn't own
This limitation has been lifted from the version 4.3.3.x onwards and a new GRANT keyword is available to allocate the permission to non-superuser to truncate the table. To grant truncate permission to a user use
grant truncate on <tablename> to <username> ;
